Here's the idea for a guild bank set on paper:
The terms:
One of the guild members creates a new character, let's call him "SoEBank" for the moment. The idea of this character is that the entire guild can use SoEBank's bank space for depositing valuables.
In this post, I will refer to a thing called "valuable loot". Valuable loot can be defined as the following: items of good or above quality, AND items that can be used for professions or classes. In other words: any green item is accepted anyway, but things like Medium Leather (for leatherworking) or Light Feather (for mages) are also accepted. What is NOT accepted are vendor items, like Fine Thread, Empty Vials, and the likes. A guideline in defining what valuable loot is is simply asking the question: "Could this be of any use to anybody?"
Another term I'll use is the term "GP". This term is an abbreviation of the term "Guild Points". Basically, the GP of a valuable item is the same as its ingame gold value when BOUGHT FROM a vendor (pay attention: the gold value of an item when bought from a vendor is often more than when it's sold to a vendor). GP are transcribed in the following way: XYZ. Herein, X stands for Gold, Y stands for Silver, Z stands for copper. In other words, say you deposit an item in the bank with an ingame value of 18g 34s 50b, it's worth 183450 GP. How to test how much something costs when bought from a vendor? Well, I've a mod for that...
Now that we have defined 3 things, namely SoEBank, Valuable Loot and GP, I would like to add a fourth and final definition to the list, namely "Raid Loot". Raid Loot is any loot received in raids that is NOT Soulbound on pickup.
The final plan for a guild bank:
As said, SoEBank provides the bank space we need for storing items.
To deposit a valuable item, simply send it to SoEBank's ingame mailbox. As SoEBank is gonna stay poor as hell, be sure to check "Send Money" in the Mail Window, NOT "C.O.D.". Say the item cost 3g 50s, you are now the proud owner of 35000 GP.
To withdraw an item from the bank, send a mail to soebank@gmail.com (yes, I've already created a gmail account). SoEBank will then check your current GP and remove the GP value of the item. Next, he will send the item C.O.D. to your ingame mailbox (again, C.O.D, as SoEBank's poor as hell and can't afford the Send Money). For example, you send a mail to soebank@gmail.com, in which you specify your character's name and the name of Item A, which has a GP value of 3000 GP. You yourself have 7000 GP. SoEBank sends the item C.O.D. to you, and adjusts your GP in the following way: 7000 GP - 3000 GP = 4000 GP. YOU CANNOT WITHDRAW ANYTHING THAT YOU CANNOT PAY FOR! In other words, your GP can't be lower than zero. Therefore, to withdraw, you have to have deposited something first.
Raid loot is an exception to the general rule. To avoid people being lucky arses in raids, and others going home with nothing over an over again, we accumulate the GP value of ALL not-Soulbound items acquired in a raid, and put ALL of them in the Guild Bank. The total GP points from those items is then distributed evenly among the members that participated in the raid. This way, everybody gets the same reward for participating in raids to dungeons like Onyxia's Lair (which should still be plenty).

This program does not only keep track of everybody's GP, but it also keeps in account what items are in the bank and who deposited them, has the possibility of depositing and withdrawing items, immediately adjusting that person's GP, AND is able to export all data to .html-format. In other words, we will be able to post the data on the internet, so that you can all keep track of your GP and of what items are in the bank! The only thing that remains to be done in this aspect is begging with Norgoth for a few bytes of space on this site
